Microsoft to Invest $10 Billion in Japan’s AI, Cybersecurity, and Workforce

Microsoft has revealed a significant $10 billion investment plan in Japan spanning from 2026 to 2029. The focus of this initiative, as detailed in an official blog post by the technology giant, will be on bolstering artificial intelligence infrastructure, fostering cybersecurity partnerships, and enhancing workforce development.

This commitment comes as an extension of a prior $2.9 billion investment made in April 2024. Brad Smith, the Vice Chair and President of Microsoft, unveiled this strategic plan during a visit to Tokyo.

As part of this investment, Microsoft will collaborate with Sakura Internet and SoftBank to deliver GPU-based AI computing services via Azure, ensuring that customer data remains within Japan. In addition, Microsoft has broadened its Azure Local platform in February to cater to organizations with stringent governance requirements, enabling support for disconnected operations. The company has also announced that GitHub Enterprise Cloud now offers data residency options in Japan.

In the realm of cybersecurity, Microsoft has outlined plans to intensify threat intelligence sharing with Japan’s National Cybersecurity Office and enhance cooperation with the National Police Agency through its Digital Crime Unit. Moreover, Microsoft intends to roll out a $1 million research grant program and fellowship geared towards supporting Japanese researchers utilizing AI technologies.

Regarding workforce development, Microsoft has committed to training one million engineers and developers by 2030 in collaboration with Fujitsu, Hitachi, NEC, NTT Data, and SoftBank. Approximately 580,000 workers are set to receive AI-skilling opportunities through the Japanese Electrical Electronic and Information Union. Furthermore, Microsoft is expanding its CyberSmart AI Programme in partnership with the Kyushu Semiconductor Human Resource Development Consortium.
