The Opposition Leader and Ameer of Jamaat-e-Islami, Shafiqur Rahman, has raised concerns regarding the delay in calling a session of the constitution reform council within the specified timeframe. Speaking in parliament, he noted that 30 days have passed since the election results were announced, yet the session has not been convened.
As per the July Charter Order, members of the 13th parliament are mandated to serve both as legislators and as part of a Constitution Reform Council responsible for addressing 48 constitutional provisions outlined in the July charter within 180 working days. MPs were required to take two distinct oaths for these roles.
However, there is uncertainty surrounding the establishment of the council outlined in the July National Charter (Constitution Reform) Implementation Order, 2025, as the majority of lawmakers from BNP and its allies did not take the oath as council members, unlike the 77 members of Jamaat alliances who did.
The situation has been further complicated by Jamaat’s call for President Mohammed Sahabuddin to convene the council session in accordance with the July charter implementation order. The order specifies that the council’s inaugural session should be convened within 30 days of the election results declaration, which was gazetted on February 13.
During the parliament session on February 23, the president did not address the summoning of a reform council session, adding to the existing complexities.
