Bangladesh is currently at a critical juncture as it navigates the aftermath of its recent election, with discussions among senior policymakers and analysts in London highlighting the need for potential structural reforms or the risk of perpetuating existing power dynamics.

The Commonwealth Parliamentary Association UK hosted a session titled “Bangladesh: After the Elections” at Westminster Hall, where Baroness Ann Winterton, the UK’s trade envoy to Bangladesh, emphasized the importance of governance, regulatory reforms, and stability in fostering stronger UK-Bangladesh trade relations. These factors are particularly crucial as Bangladesh aims to transition from its Least Developed Country status and attract investor confidence through improved financial regulations, streamlined bureaucracy, and enhanced law enforcement.

Apsana Begum, MP for Poplar and Limehouse, chaired the session, underscoring the significance of analyzing the election’s implications for Bangladesh’s future and addressing key challenges ahead. Abida Islam, High Commissioner of Bangladesh to the UK, lauded the recent election as the country’s first peaceful and genuinely competitive one in nearly twenty years, with a notable voter turnout of 59.44% among over 127 million registered voters. She highlighted advancements such as the introduction of postal voting for expatriates, with a substantial number of overseas Bangladeshis, including many in the UK, participating in the electoral process. Additionally, a significant 69% of voters supported the July Charter reform package in a referendum.

Referring to the election as a “fresh start” and a “second republic,” Adiba noted the government’s initial steps towards structural reforms, including proposals for prime ministerial term limits and measures to rebalance executive powers. Dr. Chietigj Bajpaee, senior research fellow for South Asia at Chatham House, viewed the election as relatively peaceful and anticipated, but raised questions about whether it truly signaled a departure from Bangladesh’s historically polarized political landscape.

The credibility of this transition, Dr. Bajpaee emphasized, hinges on the implementation of the July Charter reforms, including reinstating a caretaker government system for overseeing elections and establishing an upper house of parliament. Dr. Sohela Nazneen, research fellow at the Institute of Development Studies, stressed that holding a peaceful election was just the beginning, with the new parliament expected to facilitate inclusive and restrained decision-making processes for constitutional changes.

Dr. Nazneen highlighted the limited representation of women in the parliament, noting the absence of women in high-level reform discussions and expressing concerns about the hostile online environment faced by female candidates. Despite challenges, Abida affirmed the vibrancy of Bangladesh’s civil society and its citizens’ ability to voice their opinions freely.

In the question-and-answer segment, audience members raised concerns about foreign relations and accountability. Dr. Bajpaee emphasized the importance of maintaining stable ties between Bangladesh and India due to their shared border and economic interdependence. Abida reassured attendees of Dhaka’s commitment to a foreign policy grounded in sovereignty and mutual respect.

Regarding justice and institutional reforms, Abida mentioned the new government’s initial legal actions and anticipated clearer directives in the upcoming months. The overall tone of the discussion reflected cautious optimism, acknowledging the strong electoral mandate while highlighting the imperative for sustained institutional changes, balanced governance, and enhanced political inclusivity in Bangladesh’s future trajectory.
