“University of California Raises $2 Billion Amid Trump Scrutiny”

The University of California recently completed a significant bond issuance in the municipal market, raising approximately $2 billion in funds. This move comes amidst ongoing scrutiny from the Trump administration towards the institution and other prominent universities.

A bond document indicated that the university is closely monitoring the government’s actions regarding the higher education sector. The proceeds from the bond sale will be utilized to support various projects within the university.

This issuance follows a previous sale of $2.2 billion in municipal bonds by the university system in December. In the past, President Trump sought to withhold federal funding from the University of California, Los Angeles, a part of the UC system, due to pro-Palestinian demonstrations. However, a court ruling later mandated the restoration of these funds.

Recently, the Trump administration filed a lawsuit against the University of California system, accusing it of discrimination against Jewish and Israeli employees at UCLA. In response, the university has emphasized its efforts to address and prevent discrimination within its institutions.

President Trump’s actions have included attempts to block federal funding and launch investigations into universities for various reasons, such as pro-Palestinian protests, transgender policies, and diversity initiatives. These actions have raised concerns about academic freedom, free speech, and due process.

Despite legal challenges faced by Trump’s funding freezes, universities are proactively strategizing to navigate uncertainties arising from government threats. Harvard, for example, announced plans to issue taxable bonds worth hundreds of millions of dollars in response to such uncertainties.

The University of California clarified that the recent bond sale was part of its routine issuance process. The offering document was made public earlier this month, and the pricing process commenced before the federal lawsuit was filed.

Receiving over $17 billion annually in federal support, the University of California system plays a crucial role in the higher education landscape. Trump has characterized pro-Palestinian protests as antisemitic, while protesters and advocacy groups maintain that criticisms of Israel’s policies do not equate to antisemitism.

Leading the bond transaction for the University of California Regents were JPMorgan Chase and Siebert Williams Shank.
