0

The eighth batch of freelancing training and the second batch of artificial intelligence (AI) training programmes have been launched simultaneously across all 64 districts of Bangladesh.

State Minister for Youth and Sports Md Aminul Haque formally inaugurated the nationwide training programmes at an event held at the Bhola District Shilpakala Academy on Thursday (October 1).

The event was attended by Youth and Sports Ministry Secretary Md Mahbub-ul-Alam, Joint Secretary Dr Sheikh Mohammad Zobayed Hossain, E-Learning and Earning Limited Managing Director Masud Alam, officials of the Department of Youth Development, project directors and representatives of the training providers.

A total of 6,400 trainees from all 64 districts, along with deputy directors of the district youth development offices, deputy commissioners and other project officials, joined the event virtually through Zoom.

Bhola Deputy Commissioner and District Magistrate Dr Shamim Rahman chaired the programme.

Under the project titled “Employment Creation through Freelancing Training for Educated Job-Seeking Youth in 64 Districts,” 4,800 trainees are participating in the eighth batch of the freelancing training programme.

Another 1,600 trainees are taking part in the second batch of the AI training programme under the project titled “Skills Development of IT-Knowledgeable Youth through Artificial Intelligence (AI) Technology.”

Addressing the event as the chief guest, State Minister Md Aminul Haque said young people need to develop their skills to take advantage of technology-driven employment opportunities.

He urged the trainees to apply the knowledge gained through the training to create employment opportunities for themselves while contributing to the country’s economy.

Youth and Sports Ministry Secretary Md Mahbub-ul-Alam said the training programmes aim to equip young people with skills relevant to the job market. He said the quality of training as well as post-training employment outcomes would also be monitored.

Masud Alam, managing director of E-Learning and Earning Limited, stressed the importance of regular practice alongside formal training. He also emphasised the need for proper guidance and mentoring to help trainees secure work after completing the programmes.

At the event, 18 successful freelancers from six districts of Barishal Division were honoured with crests. Six trainees from the first batch of the AI training programme were also honoured.

Laptops were awarded to the highest-earning freelancers from five districts: Sharif Mohammad Nasrullah of Barishal, Osman Gani of Barguna, Md Shaon Howlader of Jhalokathi, Md Moinul Islam Moin of Pirojpur and Marufa Amin of Patuakhali.

Heads of the organisations awarded contracts under the AI training project and relevant officials were also honoured at the event.

Four National Bank depositors move High Court after being denied access to funds

Four National Bank depositors move High Court

Four depositors of National Bank PLC have moved the High Court after allegedly being denied withdrawals against cheques despite having sufficient funds in their respective bank accounts.

The depositors claimed that they submitted cheques at their respective branches on September 17 but the bank authorities neither processed the cheques nor made the payments, without providing any clear explanation. They subsequently filed a writ petition before the High Court under Article 102 of the Constitution, seeking legal remedy. The writ petition has been numbered Writ Petition No. 13668 of 2026.

In the petition, the applicants sought a rule asking why the bank’s failure to allow them to withdraw their legally deposited funds should not be declared unlawful and without lawful authority.

According to the writ petition, Md. Shamim Ahmed, a customer of National Bank’s Bhaluka Branch in Mymensingh, submitted a cheque for Tk 220,000, cheque No. 4871684, but was unable to withdraw the money.

On the same day, Nasima Begum, a customer of the bank’s Mirzapur SME Branch in Tangail, submitted a cheque for Tk 30,000, cheque No. NSB-K 7236432, but was also unable to access the funds.

The petition further states that Lucky Akter, a customer of the Mirzapur SME Agriculture Branch, and Mst. Sathi Begum, a customer of the Mirzapur Branch, faced similar difficulties in withdrawing money from their accounts.

The applicants said that, after failing to obtain a remedy from the bank, they lodged written complaints by email with the Customer Interest Protection Centre and the Financial Integrity and Customer Service Department of Bangladesh Bank. They claimed, however, that no effective or immediate action was taken in response to their complaints.

The four depositors subsequently approached the High Court seeking an opportunity to access their own savings to meet their day-to-day financial needs.

Md. Shamim Ahmed has been appointed as the authorised representative of the four applicants in the case. The writ petition is being conducted on behalf of the applicants by Supreme Court lawyer Advocate Maruf Ul Abed.

Tk 1,500 Crore in Business, Yet Leads Fell Into Crisis

0

Over the past 15 years of the Awami League government, technology company Leads Corporation Limited, established in 1992, secured business worth nearly Tk 1,500 crore through various government and financial-sector projects under the “Digital Bangladesh” vision.

The company had a long-standing presence in providing technology infrastructure and software services to state-owned and private banks, financial institutions and government agencies. However, it eventually faced a severe financial crisis, including salary arrears for employees and a long-running ownership-related legal dispute. At one point, its core banking software, BankUltimus, was even put on the path to auction following a court order.

An analysis of sector-related information and financial documents indicates that the total value of work executed by Leads Corporation over the past decade and a half was approximately Tk 1,200 crore to Tk 1,800 crore.

A substantial portion of this business came from the installation of thousands of ATMs at state-owned and private banks as a local partner of Dell and NCR, as well as the supply of equipment to critical data centres operated by government agencies, including the National Board of Revenue (NBR) and the Election Commission. The estimated value of these projects was around Tk 600 crore to Tk 850 crore.

Leads also generated revenue from licensing and implementing its own core banking software, BankUltimus, and its brokerage back-office software, BlueChip. Revenue from these businesses is estimated at approximately Tk 200 crore to Tk 300 crore.

In addition, the company reportedly earned around Tk 4 crore to Tk 7 crore per month through long-term annual maintenance contracts and technical support services for banks and financial institutions. Over the past 15 years, revenue from this segment is estimated at Tk 300 crore to Tk 450 crore.

Leads also earned from projects involving customs modernisation at the NBR, infrastructure for the Election Commission’s National Identity Card database, the National e-Service Bus, and skills development and training programmes implemented by the ICT Division. Available information suggests that revenue from these projects amounted to approximately Tk 100 crore to Tk 150 crore.

Despite its long-standing involvement in technology services for banks and financial institutions, a gap eventually emerged between Leads’ business income and regular cash flow on one hand and its internal financial condition on the other, according to people familiar with the company’s affairs.

Sources within the organisation claimed that questions arose over the management of the company’s funds despite regular cash inflows, and that the financial crisis deepened as money was allegedly transferred elsewhere. However, no conclusive evidence of such transfers or financial irregularities could be established from publicly available documents.

Ownership dispute creates major financial liability
Meanwhile, an old ownership-related lawsuit resulted in a substantial financial liability for Leads. According to court records, steps were taken to enforce a decree against the company in a suit seeking recovery of outstanding dues. In 2024, an order by the Joint District Judge, First Court, Dhaka, initiated proceedings to freeze Leads’ bank accounts, auction BankUltimus software and begin the process of selling Leads Tower through auction.

Court documents in the case cited outstanding dues of US$72,755,538.78. The amount subsequently increased due to interest and other calculations. Published reports in 2024 put the outstanding amount at approximately Tk 83.66 crore.

As part of the process for recovering the money, BankUltimus was placed in a position to be auctioned. Court documents mention an offer of Tk 5 crore for the software. Leads was reportedly given an opportunity to bring forward a buyer willing to pay more, but the court records indicate that this could not be achieved at the time.

Employees bear the brunt
The legal dispute also affected the company’s employees. An investigative report published in 2024, citing former employees, said salary payments at Leads had become irregular from 2018. The report stated that employees’ total unpaid salaries eventually reached approximately Tk 40 crore.

According to former employees, a company that once paid salaries regularly later began delaying payments by as much as three to four months. Former employee Arifur Amran Chowdhury said at the time that more than Tk 17 lakh was owed to him personally.

Former Leads Chief Operating Officer S M Saifur Rahman said the company collected around Tk 6 crore to Tk 7 crore each month from various banks and financial institutions, while its monthly salary bill was approximately Tk 2 crore. According to him, the finance department told employees that funds were being used to repay bank loans belonging to the owners.

Later, former Chief Executive Officer Mizanur Rahman reportedly reviewed the company’s financial records and found that, before the bank accounts were frozen, Leads was receiving approximately Tk 4 crore to Tk 5 crore per month, while its monthly salary expenditure stood at around Tk 1.5 crore.

He said the records showed that money existed in the accounts, but the funds were not available when needed. He also suspected that the money might have been transferred elsewhere.

These statements, however, remain claims made by former company officials. No conclusive evidence supporting allegations that funds were removed or transferred abroad has been found in publicly available court records.

BankUltimus uncertainty raises concerns among banks
During Leads’ financial crisis, uncertainty surrounding its flagship product, BankUltimus, also affected banks using the software.

Because a core banking system is integral to a bank’s accounts, transactions, loans, deposits and other banking operations, the financial and technical capacity of the software provider becomes critical to the continuity of banking services.

Published reports said a significant number of Leads’ technology employees left the company during the period. This created concerns among user banks about the maintenance and future development of BankUltimus.

Change in ownership

Leads subsequently underwent a change in ownership. In July 2024, Western Group acquired 100% of the shares of Leads Corporation. At the time, however, litigation concerning ownership of BankUltimus was still ongoing.

Leads Corporation said that on July 27, 2026, a full bench of the Appellate Division delivered its judgment in Civil Appeal No. 46 of 2025.

According to the company, the Appellate Division set aside the lower court’s orders relating to the auction and attachment of assets. Leads said the ruling effectively resolved the legal uncertainty surrounding its ownership and intellectual property rights over BankUltimus.

The company currently says BankUltimus is being used by 13 state-owned and private banks in Bangladesh. Leads has also announced that it is developing a new universal banking platform called Finginx.

New legal issue involving Western Engineering
A separate legal issue has also emerged following the change in Leads’ ownership. Seven writ petitions involving Western Engineering Private Limited, the National Board of Revenue and others remain on the Supreme Court’s cause list. The cases are numbered 7955/2020 through 7961/2020. They appeared on various cause lists in 2025, and their presence was also recorded in 2026.

However, the mere existence of NBR-related cases against a company does not establish tax evasion or any other offence. Without separately examining the precise subject matter of the cases, the positions of the parties involved and the final decisions of the courts, no allegation against Western Engineering can be considered established.

Questions remain despite the legal resolution
The current situation surrounding Leads therefore needs to be viewed from two separate perspectives.

On one hand, the company says the Appellate Division’s judgment has removed the uncertainty over ownership of BankUltimus and resolved the legal dispute surrounding its auction.

On the other hand, it remains necessary to assess how completely the company has recovered from the financial crisis that previously resulted in salary arrears, legal enforcement proceedings and the prospect of its core banking software being auctioned.

For companies operating core banking systems, industry observers say software ownership alone is not sufficient. Financial strength, availability of skilled technology personnel, management structure and the ability to provide long-term maintenance and technical support are equally important.

In the case of Leads, the events of the past several years have therefore highlighted the need for banks and financial institutions using its technology to conduct appropriate due diligence on not only the software itself, but also the financial and operational resilience of its provider.

Flora Telecom Condemns Misleading and Unsubstantiated Report

0

Flora Telecom Limited, a well-established and reputed technology company in Bangladesh, strongly objects to and rejects the misleading, one-sided and unsubstantiated allegations made in a report recently published concerning the company’s engagement with Agrani Bank PLC.

For many years, Flora Telecom has been providing information technology services to a wide range of government and private-sector banks and financial institutions in Bangladesh with a strong track record of professionalism, technical expertise and integrity.

As part of its long-standing engagement with the banking sector, Flora Telecom was contracted in 2008 to supply and implement the Temenos T24 Core Banking Software for Agrani Bank PLC. The agreement was subsequently renewed for a further 10 years in 2018. Through the successful implementation of the T24 Core Banking System across 979 branches of Agrani Bank, a large number of customers have continued to receive uninterrupted digital and online banking services.

As information technology continues to evolve rapidly worldwide, software systems must be regularly upgraded and enhanced to remain secure, efficient and compatible with emerging technological standards. In line with this requirement, Agrani Bank initiated an upgrade of its existing T24 Core Banking Software to a more modern and updated version.

Following the applicable procurement rules and procedures, Agrani Bank issued a work order in favour of Flora Telecom in March 2021 for the upgrade of the existing T24 software to its latest version. Subsequently, in April 2021, a formal agreement was duly executed between Agrani Bank and Flora Telecom in accordance with the terms and conditions stipulated in the work order.

Against this background, a report titled “Software Doesn’t Work Despite Tk 3.12 Billion Spending; Agrani Bank Gives Tk 910 Million Benefit to Flora Telecom” was broadcast by a television channel and subsequently circulated through its associated social media platforms on 24 August 2026.

Flora Telecom considers the report deeply regrettable and believes that its presentation is misleading, one-sided, exaggerated and inconsistent with the actual facts and circumstances of the project.

The report allegedly claimed, without presenting sufficient verifiable data, relevant documentary evidence or the complete contractual context, that Agrani Bank incurred a financial loss of Tk 910 million as a result of alleged undue benefits provided to Flora Telecom. It also reportedly alleged that a 44% tax burden applicable to Flora Telecom had been imposed on Agrani Bank and that additional payments had been made outside the scope of the contract.

Flora Telecom categorically states that these allegations are false, baseless and misleading.

It is particularly important to clarify the significant impact of foreign exchange fluctuations on the project. From July 2022 onward, the exchange rate of the US dollar against the Bangladeshi Taka increased substantially, rising from approximately Tk 87.20 per US dollar to approximately Tk 123 at a later stage.

While Flora Telecom receives the annual maintenance fee from Agrani Bank in Bangladeshi Taka, payments due to Temenos are required to be made in US dollars. Consequently, the substantial depreciation of the Bangladeshi Taka and the resulting foreign exchange fluctuations have imposed significant additional financial pressure on Flora Telecom in meeting its annual maintenance payment obligations to Temenos.

These foreign exchange movements and the associated financial challenges have inevitably affected the overall project environment and its execution. Nevertheless, Flora Telecom has continued to support and advance the project despite these adverse circumstances and remains committed to fulfilling its contractual responsibilities and agreed scope of work.

In addition to carrying out the work stipulated under the relevant agreement and work order with Agrani Bank, Flora Telecom continues to provide maintenance and related services for the T24 software under the existing maintenance agreement with the bank. In accordance with the contractual terms, the maintenance agreement remains valid until 2028.

Flora Telecom believes that presenting one-sided and conclusive statements about the cost, progress, contractual obligations and operational performance of an ongoing technology project based on incomplete information can materially distort the actual circumstances. This is particularly important when reporting on a large-scale and highly sensitive technology project involving the core banking system of a state-owned bank.

Responsible reporting on such matters requires comprehensive verification of relevant information, consideration of the contractual and technical realities of the project, and an opportunity for all concerned parties to present their respective positions and explanations.

Flora Telecom also has serious concerns as to whether the company’s position and explanations were adequately sought, considered and reflected in the published report. The company therefore calls upon the concerned television authority to review and re-verify the information, statements and allegations contained in the report and to publish appropriate corrections and clarifications where necessary.

Flora Telecom further requests that, in any future reporting concerning the company, all relevant parties be given a fair opportunity to provide their statements and that all material facts be properly verified before publication.

With 28 years of business experience, Flora Telecom Limited remains fully confident in its reputation, professionalism and commitment to integrity. The company respectfully appeals to its customers, business partners, stakeholders, well-wishers and members of the public not to be misled by unverified, one-sided or inaccurate reports or campaigns, but rather to consider the matter based on verified facts and the complete contractual and operational context.

Flora Telecom sincerely values the trust and confidence that it has earned over the years and remains committed to maintaining the highest standards of professionalism, responsibility and integrity in all its engagements.

Going forward, Flora Telecom Limited reaffirms its commitment to contributing responsibly to the development of Bangladesh’s information technology and banking sectors and to supporting the country’s digital transformation through reliable technology solutions, professional expertise and the highest standards of service.

Arrest Warrant for Azimur Over Dowry and Fraud

0

A Dhaka court has issued an arrest warrant against Md. Azimur Rahman, also known as Azim Gazi, a resident of Mathbaria in Pirojpur, following allegations of fraud, dowry demands, and misappropriating large sums of money and gold ornaments by marrying a woman living in Finland under false pretenses. According to case documents and relevant sources, multiple criminal cases and court warrants are also pending against the accused in Finland.

On July 13, Additional Chief Judicial Magistrate Md. Mahbubur Rahman of Dhaka accepted the case filed under Section 3 of the Dowry Prohibition Act, 2018, and issued an arrest warrant against the accused. The plaintiff holds dual citizenship in Bangladesh and Finland and has been residing in Finland for a long time. She stated that they met in November 2024, when Azimur Rahman introduced himself as unmarried and a former military member, proposing marriage. He later coerced her into marriage by exploiting her emotions, applying psychological pressure, and threatening suicide.

They were married on January 9, 2025, at a kazi office in Mirpur, Dhaka.
According to the lawsuit, the accused systematically took money from the plaintiff under various pretexts, such as loans, assistance, and future planning, both while in Bangladesh and in preparation for moving to Finland. Money was repeatedly taken for visa processing, airfare, hotel accommodations, driving lessons, a hotel management course, family expenses, land matters, business ventures, his mother’s medical treatment, and other personal needs. The plaintiff claims that a total of approximately BDT 9 million was handed over to the accused through bank transactions, mobile financial services, cash, and intermediaries, with substantial financial records of these transactions reportedly in her possession. Before moving to Finland, the accused also took 27 bhori of gold ornaments from the plaintiff’s family, which were never returned despite requests.

After relocating to Finland, the accused allegedly demanded BDT 200 million to construct a royal house in Mathbaria, Pirojpur, and BDT 80 million to set up a pub in Finland. Most recently, on June 20, he demanded BDT 4.2 million as dowry to set up a farm in Bangladesh, prompting the plaintiff to file the lawsuit in Dhaka. When the plaintiff refused to meet further financial demands, she was reportedly subjected to physical and mental torture, including an attempted choking. She called emergency services, leading Finnish police to arrest the accused at the scene.
Based on police investigations, medical reports, and other documents, four separate cases are currently pending against Md. Azimur Rahman in Finland. These include charges of violence against women and children, marriage fraud to gain entry into Europe, forced extortion, failure to provide maintenance, marital rape supported by medical certificates, and immoral behavior in front of a child. Finnish police are actively searching for him, and he is reportedly under European law enforcement surveillance, facing legal actions and a potential ban from the Schengen Area. Following news of the arrest warrant issued in Bangladesh, the accused is reportedly attempting to flee to Canada.

The plaintiff further claims that without divorcing her, the accused is posing as an unmarried man to build relationships with other women, lure them into marriage for financial gain, and conceal his prior marriages. The lawsuit names the accused’s mother Mst. Kohinur Begum, brother Md. Arifur Rahman working at Jamuna Bank in Barishal, sister-in-law Lita a Bangla teacher at Monipur College, sister Ruma, and brother-in-law Zakir, alleging they were informed of his actions but chose to support him rather than intervene. The victim and her child are currently suffering from severe psychological trauma, depression, and insecurity, undergoing medical treatment and therapy in Finland. Multiple attempts to contact Md. Azimur Rahman for a statement proved unsuccessful as his mobile phone remained switched off.
