“Bangladesh to Launch National e-Health Card by June”

The BNP government is moving forward with its promise to introduce the national e-Health Card by June this year, aligning with its electoral pledge. This initiative is a significant stride towards establishing a modern, efficient, and integrated healthcare system, a long-standing recommendation from experts and the Health Sector Reform Commission.

The successful implementation of a unique e-Health Card could revolutionize the country’s healthcare system by enhancing efficiency, transparency, and accountability. It has the potential to elevate the quality of healthcare services, ensure seamless care continuity, and bolster accountability within the healthcare framework. Specifically, the e-Health Card could facilitate the utilization of patients’ medical histories for accurate diagnosis, combat fraudulent patient registrations, establish a robust referral system, introduce family-based service packages, and monitor healthcare utilization and expenses effectively.

In many nations, citizens receive either a physical or digital e-health card containing essential details like the patient’s name, photo, health ID number, and a QR code. These cards enable healthcare facilities to swiftly access patient information and medical histories from electronic health record systems, streamlining healthcare delivery for better accuracy and coordination.

However, there may be considerations regarding the design of the e-Health Card, such as whether it should be a standalone card or if existing identification numbers like the national ID or birth registration number should serve as the unique health identifier. Different countries adopt varied approaches, with most opting for a dedicated health identification number separate from national ID or birth registration numbers to safeguard personal privacy, enhance data security, and streamline health information management.

For instance, India’s Ayushman Bharat Digital Mission assigns citizens an Ayushman Bharat Health Account (ABHA) with a 14-digit health identification number to link medical information across healthcare institutions. In the UK’s National Health Service (NHS), patients receive an NHS number for accessing healthcare services. On the contrary, countries like Estonia integrate the NID number with health information systems in advanced digital infrastructures, emphasizing stringent data protection and cybersecurity measures.

The prevailing consensus favors the creation of a distinct health identification number for e-Health Cards to ensure personal privacy protection, enhance health information system security, and inclusivity for individuals without NID documents, like children or vulnerable groups.

Introducing an e-Health Card demands a comprehensive digital health ecosystem comprising essential components. This includes an electronic medical record (EMR) system for storing patient data digitally, an integrated health information platform for secure data exchange among healthcare institutions, and hospital automation requiring adequate technological infrastructure. Skilled human resources play a pivotal role in operating digital systems effectively, alongside robust data security measures, clear policies, governance structures, and sustainable financing mechanisms.

Practical steps like pilot projects in select districts, seamless integration with existing health systems, gradual enhancement of grassroots health facility technology, and public awareness campaigns are crucial for successful e-Health Card implementation. With the right infrastructure, skilled manpower, effective governance, and prudent planning, Bangladesh’s healthcare system stands to become more cohesive, efficient, and accessible to the populace, marking a transformative milestone in healthcare advancement.
