Rajuk Halts ECP Operations Amid Fraud Concerns

The unauthorized access to the Electronic Construction Permitting System (ECP) server of Rajdhani Unnayan Kartripakkha (Rajuk) for fraudulent building approvals is a significant issue. As a result, Rajuk has halted all ECP operations for the past two months, impacting services like design approvals and land use clearances. It is alarming that a server housing sensitive data and offering essential services lacks adequate protection against potential hacking. Additionally, the delay in resolving this issue by Rajuk is perplexing.

Reports suggest that Rajuk has reached out to the Bangladesh Computer Council for assistance in rectifying server errors, but no response has been received yet. This raises concerns about Rajuk’s proactive approach to addressing the situation. If urgency is indeed a priority, alternative computer experts should be engaged to address the problem promptly.

The implementation of online services was intended to enhance Rajuk’s efficiency and transparency. Despite the prevalence of bribery allegations during manual operations under the previous government, delays persist even with the online system. Land developers are reportedly facing prolonged permit processing times, indicating issues with manpower and system inefficiencies. The persistence of delays may hint at underlying systemic flaws or intentional software disruptions from remnants of a corrupt past.

To combat corruption within its institutions, the government must ensure that online services are efficiently managed by competent and ethical staff. Rampant irregularities within Rajuk have fueled uncontrolled urbanization in Dhaka, leading to congestion, pollution, and health risks. Mere digitization is insufficient without robust government oversight to guarantee system functionality, security against cyber threats, and corruption eradication. Swift responses to cyberattacks and technical failures necessitate skilled response teams. Above all, decisive actions are needed to uproot corrupt practices within pivotal public service providers like Rajuk.
