“Political Parties Clash Over Key Reforms in July Charter”

Political parties are still at odds over key reform proposals and the completion of the July Charter, despite ongoing discussions with the National Consensus Commission (NCC) for months. The deadline for finalizing the charter is approaching on July 31, and there are reported disagreements among the parties on various issues.

While the BNP has shown partial agreement with the proposed reforms in the draft charter, Jamaat-e-Islami, Islami Andolon Bangladesh (IAB), and the National Citizen Party (NCP) have expressed reservations. Jamaat has criticized the draft as “incomplete and dangerous,” IAB believes it is “weak and lenient towards past autocracy,” and NCP demands codification of all consensus points into law before the next parliamentary election. The parties like BNP and Ganosamhati Andolon have concerns over certain phrasing and language in the draft, with the latter suggesting additional points to be included.

Consensus dialogues conducted in two phases have led to agreement on 12 key issues, such as imposing a two-term limit for prime ministers and establishing an independent police commission. However, disagreements persist on matters like selecting chief advisers and enhancing women’s representation in parliament.

While acknowledging the complexity of the consensus-building process involving multiple parties, there is a call for expedited progress and greater willingness to compromise. The prolonged discussions have raised concerns about the timely completion of reforms before the upcoming elections in February 2026. It is emphasized that all political parties should prioritize national interests, cooperate with the NCC, and swiftly resolve outstanding issues to honor the aspirations of the July martyrs and achieve a new Bangladesh.
