“Retrospective Promotions for Retired Bureaucrats Spark Controversy”

The government’s decision to grant retrospective promotions to retired bureaucrats, similar to a previous controversial move benefiting retired officials from the Awami League era, has raised concerns. Reports suggest that after promoting 764 officers from admin cadres last December, the government is now planning to extend promotions to several hundred retired officials from non-admin cadres. This move, seen as an attempt to balance compensations among different cadres, is criticized for burdening public funds with additional expenditures, including enhanced pensions.

Critics argue that rewarding retired officers with promotions, whose performance cannot be evaluated or utilized for public service, goes against the principles of merit and service-based promotions. The lack of transparency in the criteria for these promotions has further fueled skepticism among public administration experts. They point out that the government’s failure to revoke undeserved promotions granted in the past undermines the legitimacy of these retrospective promotions.

It is emphasized that structural reforms, rather than ad hoc compensations, are essential to address perceived injustices and ensure a fair and efficient public administration system. The current practice of granting retrospective promotions to retired officials is seen as institutionalizing a partisan approach that does not benefit taxpayers and only raises questions about the government’s commitment to meritocracy.

Calls are made for the government to halt the process of retrospective promotions for retired officials and focus on addressing systemic flaws in the public administration system. Reforms in line with recommendations from the Public Administration Reform Commission are proposed to establish a merit-based and service-focused administration that upholds transparency and accountability.
