“Dhaka’s Waterlogging Woes Persist Despite Authorities’ Efforts”

Every year, with the onset of the monsoon season, numerous areas in both Dhaka South and Dhaka North face waterlogging issues even with moderate rainfall. This year is no different, as several parts of Dhaka are already grappling with waterlogging due to continuous rain. Particularly, Dhaka South has been significantly affected because previous attempts by the ousted government to combat this problem have not yielded satisfactory results. In 2023, the Dhaka South City Corporation (DSCC) identified 30 highly vulnerable waterlogging areas but has not taken effective steps to address the issue. Instead of implementing sustainable long-term solutions, the DSCC primarily relied on temporary fixes like using water pumps to drain water from affected regions.

Formerly, under the leadership of Mayor Sheikh Fazle Noor Taposh, the DSCC allocated Tk 360 crore to combat waterlogging. A substantial portion of this budget, approximately Tk 100 crore, was allocated to enhance the drainage system in Shantinagar and nearby vicinities. Despite these efforts, severe waterlogging persists in these areas. Several projects initiated during the previous administration are ongoing but have not made a significant impact. To resolve Dhaka’s waterlogging challenges permanently, it is crucial to address the root causes.

A study by the River and Delta Research Centre (RDRC) in 2024 proposed that clearing only 15 encroached canals managed by both city corporations could potentially alleviate around 80 percent of the city’s waterlogging issues. While steps have been taken by the Dhaka North City Corporation (DNCC) to reclaim encroached canals in recent months, similar actions are lacking in DSCC jurisdictions. Additionally, various development undertakings are exacerbating waterlogging problems. According to a senior DSCC official, constructions in the Pilkhana area have obstructed drainage lines, leading to waterlogging in the New Market area. Similarly, the construction of the elevated expressway, which disrupted a section of the Hatirjheel drainage system, is causing waterlogging in the Green Road vicinity. If such projects continue without considering their environmental repercussions, a lasting solution to the waterlogging issue will remain elusive.

Preserving Dhaka’s natural infrastructure and restoring its lost water bodies, canals, and flood-flow zones is critical to addressing the city’s persistent waterlogging problem. A comprehensive long-term strategy is essential for this purpose. Both the DNCC and DSCC authorities need to demonstrate genuine commitment to working towards this objective.
